Predetermination in the sense of foreknowing is already expressed in Psalm 139:16 "Thine eyes did see my substance, yet being unperfect; *and in thy book all my members were written, which in continuance were fashioned, when as yet there was none of them."* We see this concept also in Ephesians 1:4-5 and other places. Of course WE still take responsability of our own actions but yet God knew them all BEFORE and also moves the hearts of men like water as the Bible says: Proverbs 21:1-2 "The king's heart is in the hand of the LORD, as the rivers of water: *he turneth it whithersoever he will.* Every way of a man is right in his own eyes: but the LORD pondereth the hearts."

All are called by God collectively, but not everyone responds to the call
