Palpatine's theme has so many variations in this film, from sinister (its original state) to melancholy, dramatic, actiony, and finally grand. At times it is just utterly similar it is to Rey 's and Kylo's theme. It's fascinating how a simple change of approach can completely change the vibe of a character motif, and ofc John Williams is a genius for connecting Palpatine, Rey and Kylo together through music.

I agree, but hearing his theme over and over again just becomes a bit annoying, like the excessive use of the Force theme throughout the trilogy.
Rey’s theme makes up the first part of Palpatine’s theme, and Kylo makes up the last part.
The first one is eerily similar to Palpatine taking Vader to the Medical Center on Coruscant
It’s actually the same song, reused for a couple scenes in Episode IX
