Both Fitzroy and East Melbourne or Jolimont do not have any settlement recorded before 1840. However when Governor Bourke inspected the embryonic settlement at Port Phillip Bay in May 1837, he ordered surveyors to lay out two towns. Melbourne was to be named after Britain's Prime Minister, while Williamstown, with its deep harbour and port facilities, was to be named after the reigning monarch, King William IV. Williamstown being named after the then King was intended as the seat of Government. However the minimal water supply that caused problems for the expansion of settlement had the seat of Government move to Melbourne quickly although Government Port and then telegraph and railway workshops were soon developed.
I’m glad to see Robert Russell gets the recognition he deserves , as he did the first survey and layout of Melbourne.

Fitzroy is Melbourne’s oldest suburb
Jolimont is actually acknowledged as Melbourne's first 'suburb'.
