There was a reason for that. Remember the nicolle highway collaspe? Ever since that incident, it will take a longer time of 4-5 years to complete a stage unlike last time. The disaster changed the way we built. Propably alot red tapes that needs to go through. We are more slow and cautious and need to check and accertain that things are built safely
They forgot to teach the locals to keep their feet of the seats, give up their seats for those in need and to stand behind the the yellow lines before entering.
But NEL is entirely underground, so it is still not unsightly. However maintenance of overhead cables is difficult and costs much more than 3rd rail...
People are so courteous in the past unlike today everyone create their own set of rules and post on social media apps telling people its official, especially those so called unspoken rules on escalator..

The style of the documentary reminds me of the Hong Kong MTR "Underground Iron". Such a nostalgic throwback to the 1980's.
