Check account limits in your PayPal account, its located in the settings tab

Payoneer doesn’t issue that bank again
They only issue citi bank
That’s why you didn’t want to change your account number

I already had my account years ago and its linked so several platforms so i can't request for a new account ... but i beleive they would issue you account that would work with paypal.

Whenever I Link my Paynoneer to PayPal it says check your information ℹ️
I'm putting all information exactly same and accurate then why it is not Link to PayPal what should I do?
