The evaluation process will be done before reaching qatar in our home country only or we have to reach qatar first and then employer will start this evaluation process on the website

This is because only registered practitioners are recognized as eligible to practice dentistry. Once you have successfully passed DHP-MOPH Prometric exam, and have positive dataflow PSV report, and hired by an employer in Qatar, then you can start this evaluation process from your home country or either from Qatar.

Clinical gap for over 2 recent years may create a problem for you, but if you are able to find an employer who can take you in such case then this may work for you.

If you are lucky enough then you can negotiate with the employer to complete the evaluation process for you, otherwise you are left with doing both dataflow and exam process on your own and then apply for job.
