Because they(the AI) follow 1st attempt, I mean after the blast noise, all the guards'll come to see where the truck blasted, except two guards of Preboi's location building...1. Armour guard, who's cannot move until you raise the noise..and the other one, who's marching on that building, if you raise the noise or Alarm, he blindly move to Preboi's room to kill him, so they didn't saw me when I entered (but he's about to, 'cause I raise the noise by running)......that Time's A.I. not very good as now.
