Let’s be real. The only reason he lost to Billy in a fight in season 2 was because Billy cheated. He used a plate to hit him, while Steve was using his fists. If Billy didn’t use a plate, Steve would’ve won
Thats what I was thinking when that scene happened. I didn't think it was a fair fight.
True but it actually helped Steve. Made him realize that sometimes you can use your environment to win. Hence him winning against a Russian soldier.

Plates for the weak
Steve won the fight he needed to win. The Jonathon fight he was in the wrong. The Billy fight it needed to be Max to stop him and to stand up to her brother. The Russian soldier it had to be Steve. That was his moment. It’s the same way he can fight the demos with ease because those fights are when he’s needed and protecting those he cares for.
