You're thinking of The Spongebob Movie (PC version). It's a click and point puzzle adventure game. It's not open world, but you do sneak into Squidward's house at the beginning to get toothpaste.

If you google battle for bikini bottom, you'll find the console version that got rehydrated in 2020. The version you want is the PC only version. Your best chance of finding it is on ebay or amazon, as it's a CD-ROM
