Although I believe the city should be split between Vito and Burke, I think the better ending is Burke and Cassandra dying, and giving Vito all 6 districts (7, if you include River Row), then leaving the city and allowing Vito to takeover. Here are my reasons why: 1. Burke has cancer, so he's gonna die anyway, and Cassandra was a cunt who acted so entitled, she didn't deserve anything, not even Delray Hollow, the only reason she claimed the Hollow was because there was no one else we could turn to, plus, she got Sammy and Ellis killed, Danny got caught in the crossfire, and the rest of the Black Mob were dismantled. 2. The city is pretty much how it was before Sal Marcano removed Sammy and Burke from power. Pointe Verdun rightfully belongs to the Irish. Since the Black Mob was wiped out and its remaining members joined the Haitians, I guess the Hollow rightfully belongs to the Haitians. Since Vito is full Italian and made, he'd be able to run a whole Italian crime family, since all 7 districts had Italian control, before Marcano made Pointe Verdun #8, it would make sense for Vito to control all 7 as well. 3. The Haitians never kicked up to the Commission, so I'd assume the Irish didn't as well. Under Vito's control, he's able to smooth things over with them, because of his connections to them, and because he was made, so no doubt he kicked up to them. 4. Burke and Cassandra ultimately lead the city to utter doom. Cassandra has the city abandoned and destroyed, the U.S. government removes all funding for the city, and after a Hurricane hit the city, it was left in a mess. Burke gets himself killed, and no one stays in power for more than a month.

Cassandra was annoying. I was never black enough for her and she never had enough districts. I gave them all equal territories and chose to leave the city. The game gave cassandra the throne for some reason. Her ending was trash. Just goes to war with everyone. If the game didn’t have so many glitches and the taking over districts wasn’t so repetitive and drawn out I would play it all over and give everything to Vito. This game had a lot of potential. Loved the graphics, themes, and shooting mechanics. But the glitches and nonsensical plot made it subpar.
I'd have to say, I know this comment is 2 years old but I actually really liked the plot. It was cool to see a Vietnam vet get turned on by the mafia and then create his own mob by taking down the guys who betrayed him. I think whoever gets the city is the one you do the most favors for, i.e. side quests for the characters. Or if no sidequests are done it might be random. In any case, the game becomes bad when you do the most repetitive shit ever by doing district after districts missions. Falls short only because of that though.

My first playthrough I distributed everything equally and it made my money shit. Then the second time I gave everything to Vito tryin to get that opposite achievement, but Burke still survived. (Coincidentally) I looked it up. It was because I did one or two of his side missions. But with Vito ownin everything I was makin like 3 or 4 times the original score than my first playthrough.
I never liked Cassandra. I understand she probably never truly forgave Lincoln for what he did to the Haitians but even when I gave her territory and did side missions for her she always sounded ungrateful and disrespectful. Burk may be a brute but he was always grateful for what he was given. Vito was the biggest gentleman so he got the most turf.

I’ll never give anything to anybody except Vito,even though Burke and Cassandra offer me more money and more unique weapons,than Vito,I’ll always give Vito everything and kill both Burke and Cassandra !!!
vito 5 districs burke 2 districs cassandra 2 districts (5 health bar maximized ammo maximized accuracy adrenaline shots stamina phone jammer etc etc) by far is the best upgrades and keeping all of the underbosses alive

My favorite outcomes in order from best to worst:
1) Lincoln leaves town - Vito rules alone and lives to present-day.
2) Lincoln rules along side Vito and expands their influence across the South.
3) Vito and Burke remain... Lincoln leaves town, and Vito takes over.
4) Lincoln rules along side Vito AND Burke, and expands their influence across the South.

A brilliant game concept destroyed by repetitive missions and lack of detail.
Look Vito is one of the best but Burke is also good unlike Cassandra who only try’s to get a district by complaining or ranting on someone

In my playthrough, I gave Vito, Cassandra and Burke 3 districts each. I think its fair since the hollow has people of colour and they need expansion
