I think Lego initially underestimated the attention to detail fans would have regarding the various batches/divisions of clones, commanders, special troopers, etc. They probably just named it commander Cody because it was the most popular/one of the only commander’s names they could think of, and then retconned it later on when the realized the backlash from fans/the popularity of said sets. What is his name in the lego set? I’ve always known him as Commander Cody because of the game. But seeing what the books say, it seems more like a situation of making a square peg fit into a round hole. Probably was always meant to be a star corps/commander Bly but they probably didn’t have anyone else to be commander Cody for the game.
BUT in 2005 Lego made the game AND set he came out in without knowing what Star Corp troopers were and who Bly was.. They used Codys name in the movie and therefor I believe they made the fig to be Cody, but it just randomly matched closer to the Star Corps trooper who was shown for like 5 seconds during Order 66 lol

He has a pauldron, which we can assume Lego gave him to denote his rank, but seeing as its still a generic star corps minifigure, all we can say is that it’s a star corps general/captain/commander.

And Cody helps beat General grievous in the game, for some reason when you use Cody after that mission, it would glitch so the Jedi in the hub world don’t try to kill him. So I did this over and over so I could keep using my favorite clone

I always thought that with the pauldron, it should be Commander Cody. But without it, it can be labeled as a 327th trooper. I understand the unit change doesn’t make much sense since they have the same markings, but that is how I’ve always approached this question.
The game used that trooper because Revenge of the Sith hadn’t been screened at all, so Lego was only given a loose set of the script to work with. They didn’t even know what Commander Cody looked like so they used the “clone commander” figure released in the clone battle pack. It’s also why the Kashyyk sequence is so extended in the game when it’s very brief in the movie. And also all the Revenge of the Sith levels use music from the original trilogy.
To me he will always be commander Cody. The og lego star wars video game was a massive part of my childhood. I remember making Dexter's diner out of Legos. I had collected a bunch of mini figures from episodes 1 through 3 at that time. Wish I kept all of that :(

my guess is that the minifigure was made with the intention of resembling commander bly (or at least one of his troopers) and then when making the game the devs saw that physical model and used him for commander Cody for the sake of having a second player character on the level on utapau
I feel the markings and the time period of release lend me to believe that this was genuinely meant to be a Cody fig by the designers. Despite the coloring, his simplistic markings slightly match Cody a little better. Maybe the guy in charge of modeling Cody was a bit colorblind. Obviously though nowadays, we know yellow troops like these as Star Corp, and so to me he's definitely my favorite commander, Bly.

I played this game long before I ever learned who Cody was even though i had seen episode 3,i was too young to remember the character and when i found out who he was and looked back at the game i thought that he looked nothing like him.
