From the looks of it, most probably the trash/garbage was swept up on to the beach by the tides, as opposed to beachgoers littering on the beach. I was in koh rong sanloem (stayed in m'pai bei) in 2018 and hired a fisherman/boatman to bring my family for a private snorkeling excursion (which was cheaper than the trips offered by commercial boat operators on the beach). The boatman brought us to one secluded location which wasn't accessible except by boat, meaning no one can get there by walking as it was in the middle of nowhere. We moored not far from the coastline which wasn't a sandy beach but more of a rocky beach. From the boat i could see plenty of trash/garbage on the coastal rocks. I asked the boatman, 'who dumped all these garbage?'. He told me it wasn't people who threw all the garbage on the coastline because it was so secluded no one comes to this area. Then he explained that the garbage was mostly from the mainland/Sihanoukville and were brought by strong tides and wind during storms to the island and they got swept on the rocks. And since no one goes there, the garbage was left there as it was.
