that's weird I tested it on the west and double shot has always worked during sudden storm and same with the new doc so it stacks massively having both 2 shots that piece 2 enemies per model
Show me your video url. Double shot is not worked during sudden storm before new doc patch. if it works during sudden storm, you can see 4HIT ( 2 basic dmg and 2 1/3 dmg)

From my experience first shot of sudden storm stops double shot but if you go sudden storm then double shot, the 2nd and 3rd attack get doubled
