I like leaving extra room on the steerer; there's no harm in using spacers, and there may be accessories (bell, light, cable hanger, rack attachment point, etc.) you would like to attach later on via a headset spacer slot. Were you shimming the 25.4 bar to 26.0 stem? The beer can shim method works, just it's a *real* pain in the ass to get it in there perfectly. Rode my bike like that for years. Fun build!
