1. In order to delete user B should be above the user A in role hirarchy
2. User B will require modify all access in order to delete.
3. An owner can only delete the record even if the record is shared with other users and other users are having edit access, if they don't satisfy the above 2 points.

Like Role hierarchy, There may be more reasons why User B couldn't delete the opportunity, one of the reasons can be Opportunity Splits enabled and more than one user already part of it. To delete that opportunity..we need to remove other users from the split

From sharing User B will get the Read and write access, With this permission he is not able to delete the record, inorder to delete the record, he should have modify all permission in his profile.

yes he either need modify all or he need to be higher in role hierarchy than the current record owner.

I think due that person is higher in the role hierarchy and grant access using hierarchy is unchecked or custom validation rule is firing on that role..

I think user b is not able to delete that opportunity due to Owd of opportunity have private or public read only

from the profile level,,user B may have all permissions but view all , modify all are at high level than profileand sharing rules,,that's why User B can have access to view,update but cannot delete the record,,, I think modify all permission will provide access to delete the record,,,, correct me if I am wrong

yes Modify all on this object will provide delete permission , we can also use role hierarchy as it is a recommended way.

Multiple reasons
1.user b may not have delete permission in his profile or permission set
