I made one of these for my grandson's teacher. I love the idea of using painters tape. I used the cat scratch and it worked well. But I'm going to try your way next time.

What if you don’t want a pattern vinyl underneath, would you glitter entire cup or use a solid vinyl ????
Just depends on the look you want. I’d probably use glitter lol instead of patterned vinyl I’d just cut the template out of stencil vinyl and then glitter all the sections.
I have a cricket machine, so what pressure would you use on that to cut out the painters tape that’s on top of the vinyl?
I’d probably cut on the glitter vinyl setting with more pressure. Or even card stock setting
