He could be right. The beaches in Melbourne probably are nicer than those on the Baltic Coast.
I think the strategic vision of Finland is reproducible [education being the primary driver of economic growth]. Finland has far less natural resources than most, but high incomes.
Something I would add; the most important determinant of success in education is how much the teacher believes a student can learn. I believe this could be taught to believe more.
