I think the judge covertly asked the city if they could jail trump safely and was told various changes would need to be made to jail a former president. the judge has been waiting for the ok from the city that a suitable cell and cell block was ready. I also think he has now been given the go ahead to apply the law as he would for anyone else as trump's suite is now ready.
