As a texas southern, I make banana pudding alot...ive never used evaporated milk + regular milk. I feel like your mixture is way too liquidy. It's supposed to me more firm and jiggly. I would recommend skipping the evaporated milk OR just using the evaporated milk only in the measurements according to the jello box. Once you mix the condensed milk and jello mixture (with the choice of milk) beat it for 2-3 min and let it sit in the fridge for 2-4 hours. Then fold in your cool whip OR whipped cream at stiff peak.
