You don't have to remove the bumper cover. Just drop it enough to access the bolts underneath the headlight assembly. Nothing underneath has to be touch.

Removing the bumper cover seems like an extra step that isn’t needed.

I just took out the fender liner bolts and the middle one up top, pulled the cover out and down a little, swapped the assembly, and popped it back in. Repeat for the other side. No real need to take the whole thing off.

I didn't have to do any of that for my 2002 Camry, no tools at all. Just reached in & replaced all 4 bulbs with LEDs. Done in a couple minutes.
