They're leaving out a CRITICAL piece of information that almost proves the collision was deliberate. The helicopter was at 200ft for MOST of it's flight. It SUDDENLY decided to rise to almost 400ft when the airliner was near enough to cause a collision. That sounds DELIBERATE unless you believe in a 1 in 1000 chance of that happening by accident.
One expert military helicopter pilot said those pilots were wearing night goggles and flying over that water at night would make it impossible for them to see that plane.
200 feet was the max altitude allowed specifically to prevent collisions like this, it's not suspicious that the crash happened after ascending above that height because the only time where a collision could occur like this would be if the helicopter ascended outside of that safe limit. The helicopter had also repeatedly violated that 200ft ceiling and been warned.

@ there is always one controller in charge of departures and arrivals. Unless you have an airport with multiple complexes like LAX, that's how it works, otherwise controllers would constantly have to coordinate with each other to actually understand what different aircraft are being told to do.
