Acetone would work but it's harsher. By IPA I think you mean isopropyl alcohol which would work just fine. Mineral spirits would probably work too but I haven't tested that. I wouldn't use gasoline as it might penetrate into the wood and cause issues with finish later.

If the sap isn't crystalized in the wood it will bleed through the paint. A shellac primer will help but not guarantee the sap won't come out in the future. If the piece of wood is old and seen some hot summers it might be fine to paint but I'd still use a shellac primer before the top coat.
I have a ton of sap that came out of a wood board. I’m going to shave it off with a bench planer or flip the bird over. Once I do this, sap will eventually try to come thru again w/ this Tx heat. Can I use that heat gun to seal the wood BEFORE it starts seeping out? Thank you?
Yes, this will definitely work but I would sand down the stain because the heat may cause it to do weird stuff, most likely bubble and peel back. Better to remove it before heating to crystalize the sap. And keep the heat gun moving to avoid burning your boards.

Shellac. It's a type of finish which is good at stopping things like sap or oil from bleeding through

Yes you can. Use the heat gun after you clean the sap off on the areas it was coming from to crystalize it and prevent it from coming out again.
