@@Doog1-q5i these things are oil fueled, not coal(or wood), and it looks like I see water leaking out of this tender... these guys run a tourist biz with paying customers, can’t be running out of water down the line. We all know what a tender is, but I never seen one of these porters with one either...

Why does this engine have a tender if it's a tank engine?
Same reason I had to put an aah-oohgah horn on my 1929 car, to replace the stock "beep beep" horn. The kids expect it.
It has a tender for coal (or wood) and water. It doesnt have its own water tank or coal tipple

It was probably modified at some point in its life to use a tender. Probably to give it a longer range
