Yes, just neon poster board. Very easy and inexpensive!

They are from Walmart - cheapest place I could find them. They are about $10 for the whole kit including the light.

They are fiber optic - not sure their exact name. I ordered from the WISH app (very cheap!) However, I'm sure you could find them on Amazon or a party supply store. Hope that helps a little!
