The song is called Don't or Don't Give It to Me, as you probably figured out. Don't was a smash #1 hit and it's undoubtedly one of the sexiest collabs in kpop history. It was a three-way collab between Loco, Hwasa and songwriter/producer Woogie, who played the bartender, for a tv show called Hyena on the Keyboard. Loco and Hwasa wrote their own lyrics, the three of them co-wrote the music, primarily Woogie, who also produced it. During the show Loco admitted to having a massive crush on Hwasa and their chemistry was palpable and adorable. You may have noticed that Loco spends most of the video trying to avoid eye contact with Hwasa while she stares at him with her best smoldering gaze. Eventually Hwasa gets tired of him looking everywhere but at her and grabs his jacket to get his attention and then rubs his head ... just to torture him. By the end he can't take it anymore and instinctively starts to reach his hand out to grab her but stops himself just in time. Makes you want to yell "Get a Room Already!" lol In real life we don't know whether Hwasa & Loco hooked up back in 2018 but nobody would be surprised if they did. Loco went into the military afterwards and last year he got married to someone else. The three have continued to be friends and they went on to work together again. Loco has appeared with Hwasa for live performances of Don't several times, including recently during her tour around Korea with the Dancing Queens, and they released two collab songs last year called Somebody and Lemon. Lemon was produced by Woogie. Hwasa also collabed with Woogie in 2019 on a beautiful song called In the Fall.
From my understanding, the song composition and video performance was a TV Show where artists are challenged to write a song and perform it in a short time scale. As others have said the barman is a song writer and producer who worked with Loco and Hwasa. See @Procras Tina's comment.
