Tucson Arizona Mayor Regina Romero orders Tucson Police Sgt. Brandon Williams to arrest Lany Myers for booing while others applaud. It is illegal for government to restrict speech or expression based on the specific content of the speech or expression. This mean that if they are allowing speech and expression of approval, they must also allow speech and expression of disaproval. If booing is not allowed, then clapping and cheers of approval can not be allowed either.

The mayor wanted to commit the crime of violating the booing-man's rights and solicited the assistance of law-enforcement to do so. Law-enforcement willingly chose to conspire with the mayor to deprive the man of his rights under color-of-law.
