Stuff like this tells me a lot of people saw the potential of the minutemen and still wanted them to be the prevailing faction with great ideas from what they could gather in the game and from their inspiration despite Bethasda's lazy writing and half-baked game. Only Bethesda doesn't want any real developed Nation or faction besides the Enclave and Brotherhood they want to keep everything a forever lawless wasteland. They showed us this when they dipped their toe in the West Coast just to destroy the NCR off-screen and in passing said the Brotherhood prevailed in the Commonwealth...
Bethesda had the chance to develop a section of their East Coast into their version of a post-war government forming a fledgling nation like great writers of old Fallout did with the West Coast. We could have had new factions, possible fresh places to join up with the Commonwealth Provisional Government, add in some new adversaries, and wasteland creatures. Then maybe they could save more of the Brotherhood & Enclave stuff for later in the Midwest area. Give it some time to rest and get ideas for them and only have occasional sightings via Recon and Scout Teams but no they squandered it.
