Lahat ng temporary migrants eh nagstart as low skilled worker & nothing is guaranteed na majority of them to reach to a level na maging eligible maging PR. Di rin sila nagmonitor ng unti unting pagtaas ng unemployment rate which affected ang mga young Canadian citizen at permanent residents.
14 years ago Canada needed nurses, police , firefighters etc (Alberta) They went to UK , ireland , scotland , NZ , Australia to hire and lots of filipino nurses in Ireland and UK applied They given one year to pass exam while worker and after 0ne year they can apply for PR provincial nominee...few of them made it some did not for all sort of reasons Whem you loss your status ..you cannot work ..your company will give you notice not to work. Your kids cannot go to school ( hard ) . Your healthcare is not covered so if you get sick you have to pay ...this is how the goverment will keep you in check until you finally give up coz your unable to pay your expenses while fighting your immigration status ..so most of them left voluntarily and apply back ...which most of them did .....
I am sure Canada has the technology to monitor all these visas expired. The only problem are the government immigration employees who would be tempted to corrupt the system. Not only monitoring but transparency is a must in this process.
