  • Like many owners of classic cars in California I received a letter from CARB inquiring about the amount of usage of one of my cars. There has been much speculation about what the information would be used for and concern about a possible ban on driving classic cars. California has recently been looking into "zero emissions zones" in populated areas, which prompted suspicion among enthusiasts.

    Older cars and trucks are a hot commodity for some buyers because they are analog, less complicated, easier to work on than really expensive new cars and trucks. The aftermarket and manufacturers need to offer retrofits and systems that make sense and meet sensible emission standards. Out of touch bureaucrats and extremists are the ones that need to be kept under regulation.

      I would actually say absolutely not. The overall emissions of these cars in today's context is absolutely negligible. Also by adding that junk onto our classics it does two things: takes away from that simplicity and reliability and serviceability, and gives the politicians another bludgeon to hit us over the head with. "Well, so and so retrofit exists, and therefore we put forward this bill to mandate..."

      @@thechillhacker Plus they will hurt both performance AND gas mileage. Remember how poorly many 70s cars ran, unless returned to earlier tuning specs? Remember how much gas they used, despite being pretty low powered? (Example - a 1958 Ford with a 352 4 barrel made 300 horsepower. A 1973 Ford with a 351, 2 barrel only in the 70s, made about 150 horsepower, if that. True, the 58's rating was Brake Horsepower and the 73's was net horsepower, but one of my old Chilton's shop manuals shows both gross and net for many cars. Net was only about 12% lower than gross, which means that 58 Ford with 300 Brake Horsepower had 264 Net Horsepower. Still way WAY more than the 73 with a similarly sized engine. And it was easy to start, ran smoothly at all throttle positions, and probably used less gas on top of that. Even if Net really was 30% lower like they try to say, that still would have been over 220 horses!

    Im a straight shooter......just making a point here. You made a comment...." these are part of our history". I am a classic car owner. I am also a firearms owner. And those are definitely part of our history. And the fight for taking those away has been going on since the start of the country. So, they don't give a rats butt about our history. I'm on your side 110%. But about the history of the cars, they don't care. I know cars and firearms are different. But just making the point about them not caring.

    Two things will happen: 1) Zero emission zones will spread outward from cities. 2) People will be basically pushed inward to cities.
    Older cars cannot spy on you, be tracked, or be immobilized remotely.

    I am probably one of the few who actually does drive 3 of my 4 vintage Ramblers on a daily. I own 4 ramblers and do not own a new car. I am ready to put up a fight if Cali tries to restrict me from driving my ramblers.

    Saw this coming 30 years ago. There was talk of banning aftermarket and pattern parts in 1993. If classic’s can’t be banned we’ll just be charged outrageous annual fees to register them.

    I urge people not to answer that survey. They don't like our cars and they don't like us. They will use the data to "Case Build", and don't think you can outsmart them by lying on the survey. Lying is always a bad idea. They will still use the data to build the case they want. Right now I truly believe our best option is to keep the status quo of the bi-annual smog check, annoying as that is. At least we can still drive our cars.

      If we don’t answer they think that most don’t care.
      The FAA sent the same type of questions out to the public regarding the airspace above your property and only 53,000 out of 300 million answered back.
      So now your air space above your property went from 400ft down to the highest point of your home.
      Most people are not aware of this, we lost our privacy above our property.

      @@jamesbosworth4191 For now at least. No California smog check, no smart car, no computer in car. Just basic reliability as long as you can maintain it. One day they may ban our cars including yours, and / or ban gasoline, but until then you are relatively safe. Not to mention an EMP attack.

    I get the feeling a lot of the push for ev's is basically a trojan horse on right to repair. cars are one of the few products with a healthy right to repair ecosystem behind it. Loots of mechanics around, lots of parts and reasonably priced mostly. Evs require high voltage knowledge and new evs come with way more locked down systems so you're more at the mercy of the manufacturer. You don't have to make a better product if you can make everyone buy the same product they can't fix.

    Ever since I was 16.
    Participated in many and attended as a spectator.

    The exemption sits at '74 and before, correct?
    It's good to her that there are no major plans to change anything right now, at least....Ironic that this is even a subject....here in California where the car culture began!

      @@jogmas12 you have not been paying attention. This has been a long term goal all along. They want net zero emissions by 2045 which means NO combustion engines of any kind by that date. They already have zero emissions zones in England. They use plate readers to fine people daily for driving their classic cars. Colorado is trying to ban any vehicle that was previously military. We're talking 70 year old Willys Jeeps. Owners are getting letter informing them that their registrations have been canceled. What the point of owning one if you won't be able to drive it.

      @@lammoncustoms638 this I got from Hemmings automotive “The California Air Resources Board (CARB) told Hemmings the classic car usage survey and similar surveys are “simply routine data updates” to ensure their overall vehicle fleet data is accurate, and that it has “nothing to do with vehicle ‘bans’.”

      @@lammoncustoms638 …… further if you care for more : “He went on to state that better information helps their staff more accurately account for evaporative emissions from fuel, a big contributor to smog; “These emissions happen whether the vehicle is running or not, so without additional data, the model will would apply average or typical use and storage conditions.”
      Swanton also pointed to a common misconception regarding California’s push for Zero-Emissions in the new vehicle market and how it is seen as incompatible with classic cars. “This is simply not the case, and not only ignores California’s place in car culture, but also how California has been successful in significantly reducing the impacts of motor vehicle pollution,” he urged.
      “Our process focuses on new vehicle standards and vehicle durability, the Smog Check promotes reasonable maintenance of engines and pollution control systems, and finally consumers decide at what point they want to move to newer vehicles.”

    How insane!!! California is the HOME of classic cars. The climate allows them to last forever.
    Meanwhile here in northern Canada, no inspections, no emissions tests, but the car show scene is only a few months during the summer. As an owner of several classic cars, receiving such a letter in the mail would make me furious.
    Fight hard for the 'government' to keep its tentacles out of your classic car hobby !!!

    Hey, Mike, enjoyed the video. Great topic! Every day I feel thankful to live in a state where car shows are plentiful, gas is cheap, there are no smog tests, and the government is not as tyrannical towards our old rides. Y'all have us beat on the weather, though. LOVE THE SHIRT, btw!

    Texas has no restrictions in rural counties. If you live in big city counties and car is 25 + no need to smog ever again. And they never ask questions that are none of their business to know. Assuming that 90% of classic car owners know which party hates them the most and hence know how to vote ... come on over and bring the classic sheet metal to the Lone Star.

    As a retired military combat vet with PTSD issues. Tinkering on my classic cars is one of the few things that keeps me from picking the flowers off the wallpaper. Probably not a good idea to take that away.

      Right you are. EV is the ultimate smart car for just that purpose. Moreover they can't ban gasoline until they get enough people to transition (to EVs that is). Once gasoline is banned, EV's can be turned off as simply as flipping a switch.

    When you realize that all of our factories, even during layoff and shut down, we leave everything powered up, wasting electricity, just one robot is drawing like 20 amps of current, just sitting still just so that they don't lose the programs because of a faulty battery. Well, then it's a problem, and the lines won't run. So we leave everything on all the time. All the presses all the motors, everything's running all the time. The screens are left on the computers. Their fans are blowing and nobody's there.

    People remember, vintage two stroke motorcycles are ban from California roads. Politicians are always looking out for the little things to show they are doing things for our benefit but always ignoring the bigger problems. Example; the water shortage, solution take out your lawn, draining your pools etc. If we do not organize politically and target those politicians proposing this laws, you and I can kiss are vintage cars good by.

    My immediate thoughts are evaporative emissions. Why else would they be asking about fuel tank contents in detail? Very worrying as there may be moves to prevent you keeping a car road ready with fuel in the tank on your own property. The 1978 or older date is interesting, wasn't that around the time when carbon canisters became 50 state mandatory? IIRC California had this requirement for new vehicles maybe 8 or so years earlier. Anyway just my observations, make of them what you will.

      You're on the right path, that's for sure. There is always a reason for the questions they ask. First is asking, next is policy or regulations.

      Yep. This is the likely reason. They'll use evaporative emissions as an excuse to outlaw cars or require some sort of expensive (too expensive for most) retrofit. Another they'll probably use is engine PVC systems (or lack thereof) claiming there's some huge detrimental effect from crankcase fumes that arent captured or something.
      They won't outright ban any cars but they'll make it so difficult/expensive to comply you wont have a choice but to get rid of it, then claim "we didnt ban them, its your choice to not comply so you can't register or drive them."

    I have been fighting California my whole life (I'm 55) trying to enjoy my cars and I know from experience that CARB and the entire smog requirements for cars is a joke and a lie. I honestly don't know what their actual goal is. If CARB actually wanted classic cars to run cleaner, then the ONLY thing that should matter is what comes out the tailpipe, PERIOD! That would mean, that if I owned a 1979 MG B, I should be able to change the ignition system, convert it to fuel injection, add a computer and really clean it up. If the emissions were the ACTUAL issue, they would let me purchase factory catalytic converters for 1990's cars in California, that aren't 10x the cost that the exact same part is in Nevada, just without the little CARB sticker. I should be able to convert to propane or natural gas or make any other modification AS LONG AS IT'S CLEANER THAN IT WAS FROM NEW!
    But this isn't about what comes out the tail pipe is it Liane M. Randolph? (

    Mike videos like this make folks aware at the attempts or rather testing the water attempts from ELECTED individuals to shut down our classic cars from the glory roads of our hearts. Everyone that loves classic cars need to get onboard to stop these attempts etc, especially with them using the electric car push that’ll only overload grids etc and fake climate push not to mention.     Good job making people aware reguarding possiable zero emissions legislation. I feel Calif. should move the smog emissions testing up 10 years.......But this legislation has been incrediably good for me over the years. People here in the midwest ( OZARKS) love Calif. cars that won't pass smog. It's made a lucrative living for me. I was an Industrial Arts Teacher for several years during which time I began bringing these vehicles here from, Calif. in the early eightys. There is no smog inspection here, ...everyone removes all smog equipment anyway. I miss teaching but the auto sales income is too good. Our fuel price is around $3 per gallon so the big block cars are in demand. Your info about CARB will bring awareness to the Calif. Classic Car owners. Good job Mike Wayne

      Thanks. I've sold late seventies cars that had no issues passing smog out of state because people here don't want to have to bother doing the testing. These days the tests for older cars are $80-100. Add that to the fact that our registration fees are the highest in the country.

      Here in Massachusetts, standard license plates are $60/every two years. Antiques are $60 annually. Specialty plates (low numbers, vanity, and special plates like the Cape Cod or Cape Ann plates or the Masonic plate I have) are $100/every two years. Motor vehicle excise tax is $25/$1000 of value, with "full depreciation" after five years, and is billed directly by the city or town you live in.

      @@MikeFrankovich In the PR of MD, registration extortion comes in at $187 every two years and emissions is also checked every two years. For that registration fee/tax, all they do is mail you a computer generated paper registration update and a sticker to put on your rear license plate (note we require having both front and rear plates displayed). As you can see, like every other fee in MD, it is highly excessive and unjustified, other than they can and do rip you off. Vehicles before 1995 do not require emissions testing, or you can designate a car 20 years old or older as "historic", and it does not require emissions testing, BUT when you do have historic tags, there are restrictions for its use. A "historic" vehicle is not supposed to be used a daily driver. I have some vehicles that are 20yo or older, but do not have them designated as historic because I don't want restrictions placed on how I can use them.

      Lived in Ct and in the late 90's dealerships that knew Oldsmobile was dying and other dealerships would do just this, they got all their classic and interesting cars from the late seventies trans ams, firebird formulas and camaro z28's, mustangs and muscle cars etc from ca buy them for a song after failing smog ship them across country repaint them when rust free do some reconditioning and sell way north of what they paid for with the former california plates on them in "new classic car showroom." They got their asking price too and Ct told them you can have classic car plates but there was a 2500 miles or so annual limit on driving and safety inspections and taxes had to be paid but it created anew business model well before the reality tv show flippers. and because ca smog wasn't required the pumps, smog equipment etc. was sold with the car removed and out in box in the trunk. Funny thing is the smog cutoff date was 1980 in Ct.[ it is now 1997 and later but they usually rust out or the cold weather kills them] so an unexperienced tech ran an old 6.6 powered olds 79 formula and a newer 5.9v8 powered ram 2500. guess which one ran lower hc and co numbers? Yeah -it was the pontiac and it ran cleaner in a closed shop after sitting15 days then the truck did after a cold start. THE GM TURBOHYDROMATIC 350 TRANSMISSION WAS BULLET PROOF COMPARED TO THE DODGE. A Dodge truck leasee bought the formula to drive in the summer when not doing business to keep mileage low on the lease, he still has that car with exception for a newer timing chain and water pump he fixed everything on it himself from battery to brakes and said when used in the pandemic and didn't renew his lease or repurchase when car prices went astonomical that old firebird saved him $15-25,000 from 2020-22 including emissions tests/related repairs and other repairs and taxes. His wife trusted the firebird more than the newer Kia she had to not breakdown.

    Yes. I too got that letter. I have my parents 1958 Cadillac they bought in 1960. I was just 1 year old. Its still on the road. I also have a near pristine 68 Mustang I bought in 1977 while in High school. Its still on the road also. Obviously being a complete car nut since birth, lol the thought of California banning CLASSIC CARS, infuriates and scares me . I dont think they will ever be able get it done tho, the outcry and pushback from owners, and enthusiasts across the country would be so great, they dare not try it!!

    Lowrider por vida here with my two Bombas 1952 GM Chevy Bel Air hard top deluxe and my 1934 GM Chevy master roadster convertible rumble seat virgin cars restored. my older brothers used to have to smog our 1965 VW panel van back in the 1970s in Socal, Orange County Santa Ana. GOD BLESS US All.

    I'm pretty sure the amount of human feces and drugs open to outside air is a more dominant threat in CA than classic cars ever will be. I was last there in 2010-11, and its sad how fast things can change.

      The biggest threat to California is the loss of the manufacturing sector, wealth inequality, and folks like billionaire Stephen Schwartzman buying up the affordable housing, turning it all into rentals and doubling the rents. There was a time when billionaires paid much higher taxes and that revenue made projects like the national highway system possible and our space program too. But it also made it difficult for a venal billionaire to literally come into an urban economy and buy up all the affordable housing. Wealth inequality is the hallmark of a Third World Economy, and that's what's really destroying America.

      They care about your evaporative emissions and the fact that your old car doesn't control it. It does not matter that the amounts are too infinitesimal to matter. Classic Car enthusiasts will not have the money or political clout to get a seat at the table. That makes them easy targets.

    Your point of the ground level folk banding together is critical. Not because of classic car life style but simply because of the fact we literally live together and get along alot better than media and leadership on both sides would mention.
    Otherwise, our love for classic cars will be a concern of the past compared to all well face.

      Tell that to all the owners of pre-DEF diesel trucks. There was a wave of sales due to the fact that they are no longer eligible to be used in CA. Some were sold unbelievably cheap being very low mileage and in good overall condition. I really wanted to buy one, but they made it so you could not even drive it out of the state. Since I live on the East Coast, the cost to transport them made it cost-prohibitive for me. I would have considered making the 3000 mile drive if it was just the fuel/tolls and a cost of a flight. Given those costs to move the units, it made the market of buyers smaller, and therefore, some of the vehicles sold at very low prices. It had a large depressive impact on the vehicle values given they were no longer permitted to be operated on public roads in CA. Say whatever about the "story-line" from CARB. They will use it to make the case that classic cars are gross polluters. They will be easy targets given CC owners won't have the "purchasing power" needed to fight them being banned. It WILL end with your vehicle being devalued in the similar fashion when all of a sudden the market of CCs is flooded.

    I own a beautiful 1970 Monte Carlo, which I bought in 1980. It only had 70,000 miles on it and I thought that was pretty good for a 10 year old car. It is my first and only car, and I drive it every day. If California restricts or bans "classic car" use, I am totally up the creek. I don't want to buy a new or used car, and I damn sure don't want to buy an electric car! I am desperately hoping that this benighted state doesn't take action against my beautiful 1970 Chevrolet.

    I had a 1967 Cuda Factory 383 for over 20 years. I got out of owning it because I would never get it to the place it really needed to be. But, I always knew the state of CA would be coming for the older cars and here we are. Not sure what they are going to do, but I do know, it won't be good for classic car owners.

    Mike, I have been putting the bug about rolling smog and becoming currentvwith Assemblyman Carlos Villapudua. He's an owner of a 65 Impala. For a demorat, hes very reasonable. Hes from Stockton. I have written somec25 major after market CEOs to put the pressure on the CA kegislature as well as the Assn of CA Car Clubs, which I am a member.
    I believe they don't really care to fight this issue. They'll cry bsnkruptcy when they know that their business has been slowly killed. Too late then and no sympathy from the pols.

    Just another reason to leave California. It was a beautiful place in the 1960’s but when Jerry Brown got elected everything turned to shit and it gets worth daily. Glad we don’t have people here that want to ban everything with a gas engine.

      What has helped to destroy California is the fact that they keep enticing more and more and more and more and more and more and more and more people to come here. We now have 40 million people, and we don't have enough water for that many. The traffic is horrible, the Real Estate prices are horrible, the crime is horrible. I am a native, and my house is paid for, but I honestly don't know why anybody would want to move here. I sure wouldn't.

    People are living longer and longer, yet there are so few things for them to do except watch TV and surf the Internet. And now they want to take one of the only activities/hobbies they have away from them. These classic cars get men and women outdoors to maintain and polish their classic cars, and to make friends with other folks doing the same thing. Would like to see the authorities actually make it easier for classic car owners to get their cars repaired, maybe even encourage more specialty garages to affordably help keep these automobiles running clean and promote associations that bring traditional car lovers together. Historic car owners need to do more to make politician aware of how car shows enrich communities and families, especially when dads, daughters and sons, and even wives interact together around these automobiles. Children need their dads, and learning to install a headlight or fan belt together brings fathers and their children together. Nothing wrong with a bit of TV and Internet surfing from time to time, but it’s so much more wholesome to interact with real people than folks on a screen, don’t you think? Lets get out of the nursing homes and check out a local car show.

      If it's not an available part you'll have to search junkyards for the original smog equipment.

      I figured. I’ve been doing that junkyard fund but not an easy task.
      Most trucks are all hacked up and engine parts are the first to go.

      What are you looking for?
      There are tons of those trucks in yards all across the country, if it's a federal part, you should be okay to get it, I would think. California-specific parts, if any, I can't say.

    They need to move the smog exempt to 1985 or 1990. I want to see more 80s cars back on the road

    I have 8 classic cars, 2 are 78 Oldsmobiles, an 84, 85, 56, 64, 65. 68 cars. Smog for the 80's cars are becoming stricter to pass. Blame Arnold for using an Executive Order to halt the rolling 25 year exemptions. Everyone of those cars run clesner and better thsn when they were new. None of my cars get more than 1k miles annually, most dont go over 500 miles. Why I want to leave Kommifornia snd loathe the politics here.

    They won't band these cars there's a lot of money involved, they would lose a lot of sales tax, reproduction parts prices are through the roof. It takes a lot to restore and maintain a classic vehicle it's a huge industry not only in California, I don't think they'll shoot themselves in the foot.

      The state really can't afford to lose more of these businesses. They're huge employers and tax contributors.

      Have you looked at California lately? They most certainly would ban cars. The goal is net zero carbon emissions by 2045. That means no combustion of any kind by that date. No stoves, furnaces, cars etc. 99% of reproduction parts are made overseas so that's a moot point. And they'll get their tax money when they force people to buy EVs and tax them through the roof. And electric rates will skyrocket and they'll tax that too.
