Basic education is a right. Tertiary education is a choice. Besides a basic STEM degree would cost you 55,000/year (and it’s going up by another 5k) - that comes to about 13k/semester or 18k/term. These guys are getting a deal at 9k/term especially for a non-STEM Program.
It's been ranked the top art school in Canada for 5 years in a row now. And among the top 50 in the world. Emily Carr is a very famous artist from Canada. Do some research.

Keep tuition for the whole course. It’s not fair to increase it during a course period
