Its all to do with evacuation from the ground in an emergency. The only way away from the bridge is south onto the Fulham road The north side is adjacent to the underground line (which inconveniently is overground at that point), the east side is bordered by the mainline railway, and the west is houses with no through access. there was talk of building a large walkway and new underground station on/over the underground line when the new stadium was built but looks like that's all been shelved for now
