Ans: According to me , Art 227 is the Power of Superintendence invested in the High Court over all Courts and Tribunal. within the territory in relation to which the High Court exercises jurisdiction. A single Judge of the High Court does not fall under any of the above two. A single judge is not subject to the Superintendence of the Division Bench. Benches are formed and work is assigned as per the Rules applicable to the respective High Courts.
