If a parent owes on a car and wants to trade it in for a car going in someone else's name, is that possible?

So...lets say I go to a smaller car and it's 23k (after tax) and my loan is $20k but my car is worth $15k. That's negative equity. but if I use the trade in value of the car as a downpayment, that would subtract from the new car payment right? And the negative equity can be added which would bring the total to $12k - $13k total if I roll it over. would that be able to work?

Every dealer says it ok to create their own fees, so I have created a negotiation fee of $200 which I subtract from my cash offer. If they have no problems with making things up nor do I.
