When I worked for Microsoft they did it every year as part of a charity auction (all proceeds go to charity). Bill didn't set the price - it was expensive because so many people bid on it.
The tour (and lunch with Bill) WAS provided free every year from his perspective - donated by Gates to a charity event. The cost was because it was then auctioned off as a charity fundraiser.
