Is the carrier alone available for civilians ?

By chance someone knows if this product is available for civil use. I mean the shoulder protectors, neck and below the waist.

Because us that even served in the Infantry got what the lowest contractor bid. Happy I got at least multicam and a plate carrier instead of ACU and IOTV during OEF. This would've been awesome tho, Minimum weight, maximum protection and weight goes a long ways
