Dear Shreerej M, development check is done for the bottom (x & y) reinforcements. Where we'll decide weather the bottom bar is to be kept straight or bent or hook. While calculating the development length for main bar of column, we will definitely consider diameter of column reinforcement only.
Where is one way two way shear check ?

How is R value = 2.76 determined?
For Fe 250, R=0.148×fck
For Fe 415, R=0.138×fck
For Fe 500, R=0.133×fck
So in our case, Fe=415 and fck=20
So, R=0.138×20=2.76
