This not going to work. First of all people not being able to operate their phone correctly is number one. Then the communication is going to be another issue. Apart from the investigation aspect is another. People that are truly not fault maybe put at fault by insurance because of the inaccuracy of the report. In my opinion.
How about insurance companies send out someone to handle the reporting. Police are for when crimes are committed. Put the burden on the businesses making money from these events. Police should not work for insurance companies. Police should show up, render aid, if a law is broken the police will enforce it and insurance company should handle paperwork as far as the crash is concerned PERIOD. I've seen insurance companies change who is at fault and it had nothing to do with the the laws governmening the roadway.
They assume everyone has an email like everyone has a butthole. This will NOT work and will be just another waste of taxpayer funds.

You don't have to accept it. You can wait 8 hours for a Trooper if you want to. Most people have places to be.
