In joule thomson expansion , the temperature of gas decreases, but heat content does not change, its isoenthalpic, heat is related with internal energy and internal energy is function of temperature
Bro work is not low grade energy...heat is low grade energy... And answer to your question is due to entropy heat can not be totally converted into work... But as I said work is high grade energy work can be totally converted into heat..

No relation of heat and temp, relation is between internal energy and temperature, addition of heat increases internal energy and thus temp, because internal energy is function of temperature
