Army Pensions (Rs. 563 billion) are not part of Defense Budget; So then Retd Officers are Civilians?

- Pakistan's Defense Budget has been increased by 13% to Rs. 1.8 trillion in 2023-24; but Army pensions of Rs. 563 billion, almost 33%, one third of the size of this Defense budget are not part of the Defense Budget, these are part of civilian budget; so ex-Army officers are civilians? If these are civilians then why these are under GHQ discipline? How can GHQ cancel or restrict their pensions? This is an important legal and constitutional question, significance of that has never been addressed.

Garrison mentality always existed unfortunately. Successive regimes benefited from this mentality and then fell through. IK benefited and now is in the shitter. Garrison stays on.

I am an overseas Pakistani. Even if I am not that important I am seriously considering expressing to my MP and regional police of my fear for my life because I have heard that the Government of Pakistani has threatened overseas Pakistanis with grave consequences. I will achieve 1. My own protection in case someone stupid decides to silence me. 2. What better way than this to get attention from the appropriate overseas governments of the high handedness of the, in the first place, not even a legal sitting government. All overseas Pakistanis should do that.

Dr. moeed i am a young dr myself, and a friend who works in agency asked me once about a blood test in my hospital, and pressured me into bringing the results quicker, he said that if i need some help he is willing to call my hospital from various important and powerful people, the test in question was culture and sensitivity. then i had to explain him, that there is no person powerful enough in the world to convince the bacteria to divide quicker. this explains the mentality of these people well.

Shouldn't the retired army officers get their pension according to civilian entitlement scale. Do they? Can someone tell?
No they don't, it's all about military laws but government of Pakistan paying them separately as per military laws.
According to Armed Forces law the pension is the entitlement after completion of service limits, as other civilians are entitled. There is no difference in pension laws. The subject as discussed by Dr Mueed as to whether Armed Forces Officers and men comes under the Army Act, answer is no way, they are not nor the other civilians may be charged under Army Act to retired people of both category nor the Army Act allowed to charge civilian.s as well.

@Dr. Moeed. I am Ali! I think pensions are from civil quota but retired army persons get free health services from CMH, AFIC, MH etc. throughout their life from army budget. Also they are considered first and second reserves . There are few other perks and benefits they can get from army budget. So retired army officers are benefiting from civil and army budget. Open for discussion!
If they are getting free healthcare ,I believe a part of their pension would have been deducted too.

Pension calculation of retired army person must be revealed as their pension grading might be different than civilians.If their institution CANNOT pay for their pension who is going to believe that the same institution is providing them a FREE healthcare ?

Army has established a health care system from which serving and retired army officers get benefits as a result of deduction of certain amount from salaries. The whole point to mention this was that Dr Moeed asked to discuss and this is what I know.

Majority of the personnel retired from the Pak Army have reserve liability. Meaning thereby, they are still part of the army, and are thus not entitled to be paid out of civil budget.

Dear Doctor Moeed, pensions of retired govt officials both federal n provincial are now reaching or may already have reached to a point where this may be the largest single budget item. Sometimes back someone referred it to as a ticking time bomb n had suggested to somehow change this system with a one time compensation or something like that.
Even the Indian army's pension budget is said to be equivalent to 60% of their total military budget.
Thats true and in india its actually consuming 23-30% of the defence budget right now and that also why india is hiring less now infact they have stopped hiring from past three years

یہ سب میں صرف اس لیے لکھ رہا ہوں کہ ملک کی موجودہ صورتحال سے میری پاکستان میں اپنے مستقبل کی امید ختم ہونے کے قریب ہے، سرمایہ اتنا نہیں کہ ملک سے باہر با آسانی جا سکوں بہتر مستقبل کی تلاش میں۔
پاکستان میں طاقت کا گندہ اور ننگا کھیل دیکھ کر اب یہ فیصلہ کرنا مشکل ہو گیا ہے کہ ملک کا خیرخواہ کون ہے۔
طاقت میں بیٹھے لوگ صرف اس چکر میں ہیں کہ انکی طاقت میں کمی لانے والا حکمران عمران خان کی صورت میں نہ آجائے۔ وہی عمران جسکو کچھ سال پہلے تک طاقتوروں کی حمایت صرف اس وجہ سے حاصل تھی کہ نواز شریف کی طاقت کو کم کرنا تھا۔
اس ملک میں کسی بھی لیڈر کو اک حد سے زیادہ بڑا نہیں ہونے دیا جاتا کیونکہ اگر کوئی لیڈر مقبولیت کے بعد اقتدار پے آگیا تو طاقتوروں کو اپنا حساب دینا پڑے گا۔
اسی لیے آج تک الیکشن پر ملک کے طاقتور قابض ہیں، عمران خان کا سب سے بڑا احسان ملک پر یہ ہوتا اگر Electronic Voting System ملک میں Implement کروا جاتا مگر EVM کے سب سے بڑے مخالف وہی طاقتور ہیں، کیونکہ صاف شفاف الیکشن ہی ملک اور عوام کے حقیقی لیڈر کو حکمرانی کا موقع دینگے اور طاقتتور کا احتساب ممکن ہوگا، مگر آج تک قومی لیڈر کو پیدا ہی نہیں ہونے دیا گیا۔
ہمیشہ وہ حکومت آئی جو بیساکھیوں پہ تھی یا جنکی کمزوریاں طاقطوروں کے پاس تھیں۔
آج عمران خان کو چھوڑنے والوں کی کمزوریاں اور Files طاقتوروں کے پاس ہیں اسی لیے وہ نا چاہتے ہوئے بھی چھوڑ گئے، یہ لوگ اس سسٹم میں رہ کر عوام کے لیے کچھ اچھا کرنا بھی چاہیں تو طاقتور کے ہاتھوں Blackmail ہو جاتے ہیں۔
اس ملک کے گندے سسٹم کا مقابلہ کرنے کے لیے عمران خان جیساضدی اور دلیر انسان چاہیے تھا جو Blackmail ہونے کے بجائے ڈٹ گیا، اور Power Politics کے گندے کھیل نے کھلے عام ننگا ہو کر ناچنا شروع کر دیا۔
عام عوام اور آج کے نوجوان کو اس گندے کھیل کو دیکھنے کا موقع فراہم کرنا بھی عمران خان کا بہت بڑا کارنامہ ہے۔
ان سب واقعات سے اک امید بھی پیدا ہوئی ہے کہ شاید آج طاقتور کامیاب ہو جائیں مگر آج سے 10 20 سال بعد جب یہ کھیل دوبارہ کھیلا گیا تو آج کے دیکھنے والے نوجوان کل اس کھیل کو کامیاب نہیں ہونے دیں گے۔
دعا تو یہ ہے کہ عمران خان ہی اس طاقت اور ظلم کے نظام کے خلاف کامیاب ہو مگر آج عمران رہے یا نہ رہے، اسنےآج مستقبل کے لیڈرز کی بنیاد رکھ دی ہے جو اس ظالم نظام کے خلاف سامنے آئیں گے اور کوئی نہ کوئی لازمی اس طاقت اور ظلم کے نظام کو شکست دے گا۔
