I always thought he was like Wilmer and didn't quite make the cut for Halo 2 since I thought he was going to be a marine, but apparently he's one of the voices for the grunts (likely the deeper voiced ones since Joe Stanton voiced the higher pitched ones)
I liked Michael Wincott as Truth, but he didn't really capture the reverent, holier-than-thou tone like Terrence Stamp did. Stamp's Truth had a slower, more pronounced way of speaking (I think there was some kind of voice effect used as well), while Wincott's had that kind of sinister, almost haughty and dismissive demeanour. They both have their merits. I suppose it's sort of fitting actually, since Truth was full of hubris and overconfidence until after the fall of High Charity, at which point he simply flung battlefield propaganda (as seen in Halo 3) out to his forces in an attempt to blind the remaining Covenant from the desperate reality that their defeat was at hand. Though he may have appeared confident on the surface (as can be seen in the cutscene where he kills Miranda Keyes and activates the rings) you could tell he was weary.
Adam Stringer Aaron K. Come to think of it, might Terence Stamp take over the Prophet of Truth's line's in the a HD Remastered Version of Halo 2? Why did he take over Michael Wincott?

And Stamp I see has the same accent the Prophet of Truth had, unlike Wincott, who I think had a hard time doing the Prophet of Truth in Halo 2. He also did the voice of Treasure Planet's, not sure if you could say Antagonist.
He also voices Appa and Momo from avatar, every clone from star wars the clone wars, klaus from american dad, Waddles from gravity falls, numbuh 4 from kids next door. Basically he's in everything, he specializes in doing "creature" voices. Despite being the voice for so many things, I'd still say he's incredibly underrated.
Dee Bradley Baker is a fantastic voice actor, does great creature voices (Clone Troopers too). Actually most of the voice cast are all very talented voice actors.
Without taking from Baker's performance and skill, there's dubbing in play in there. The actual line may not actually even sound like gravemind (or only vaguely), but once it's all edited in post it comes together as the final product. Another good example of this in play is Eric Cartman in South Park. Trey Parker plays the character and you can find video of him doing cartman's voice but it sounds only slightly like the final product.
Much preferred Truth's voice in Halo 2, so devious and cunning yet so enjoyable to listen to- fits his role as a diabolical religious leader perfectly. In Halo 3 he just sounded like a senile old man losing his marbles- which may have been intentional - but he had so much more presence in H2.
truth in halo 2 was the best and I think they should have given the voice in 3 to a different villain like mercy and made him more relevant. I will say the ending speech was perfect with the 3 voice

Joshcoshbagosh Bungie made the original game and the storyline is fantastic. Bungie knows how to illustrate the story and did make the game just for point and shoot adventure. Unlike halo 5, 343 added smart scope which is not what bungie did and all the nostalgic feeling for the game is gone. 343 also badly paced the campaign in Halo 5, making it feel like it was COD. So you can fuck off and start playing COD instead of Halo. Because finding the master chief's true lore is better than just playing multiplayer while screaming at people who killed you

jesus this was intense to watch, somehow my 15 year old brain playing thousands of hours of halo 2 had never considered who these voice actors might be, the dude doing the prophet that sounds really wise is so fucking good I like, can't seperate the idea of the prophet from his voice, doesn't sound like acting, sounds like giving the character the voice they already should have... so incredible, wow this video was such a ride, so glad this stuff was filmed jesus
