I think on the visual level the algorithm tried to interpolate between dark and light areas by increasing the dark/bright contrast, thus the face lightened up

I think the result largely depends on the quality of the image, and the overall amount of information. For example a well-lit closeup of a face will always have a good result, while movie stills are usually less „crispy“ and clear, hence such results as in this video
