Any ACH that charges tenants a monthly fee to pay their rent directly from a checking account is outrageous and problematic. Not even the NYC Department of Finance charges a fee to pay property tax, parkings tickets, violations, etc., directly from a bank account. Likely problematic for lax landlords who stop sending monthly statements to regulated tenants, thereby making them think that they must now pay a fee (which could be interpreted as an overcharge) to pay monthly rent when paying directly from a bank account.
