There's already sugar in there + in the sprite, so there should be plenty. Note that it's called 'blue curaçao syrup'. The definiton of syrup is sugar dissolved in water.
I've only ever seen people add fresh juice, though I reckon both works, but will taste differently. If you ask me, just squeeze the limes fresh. It doesn't take that long and it'll taste better.
