I have a theory
Steeve is a immortal bug spirit
He simply possesses new bodies thanks to the beast master perk
I mean the blue glow the fact they are all named steeve

You're petting too fast, you have to wait like half a second after the petting animation is done and right as steeve stops shaking so that every time you pet him he will always shake
