Well the term chargesheet or final report is not been defined anywhere in crpc. S2(r) defines what we say as a police report. S2 (r) says pr. Is defined under s. 173. S. 173(8) defines what we say as a further report. In regards to final report(FR), a FR "usually" is used when the officer submit a report in case no evidence is found which is defined under s. 169 crpc.

What if the investigation / chargesheet is bias ? And even after reinvestigation ? What if police denies to take some evidences or make the charge ? So victim is helpless ?
