Well, he says, yes and no. But he doesn't sound like he's enlightened. This is my problem with Mahayana and Zen traditions. They don't need you to be free from suffering before you start your path to enlightenment. So, all of them get fake enlightenment like him. It's clear to me from everything he says and does that he's not free from Sansaric rebirths... so, he hasn't reached moksha, let alone enlightenment.
Well, from an absolute perspective we're all already enlightened anyway, because that which is not enlightened is not real. So the question and the answer are meaningless. I think a better question would be, 'are you free from all egoic preoccupations?' I honestly don't think any individual being ever could answer yes to that question. Certainly not the 'gurus' of the 60s and 70s like Adi Da, who were full of ego. I think at this point we should get free of the term 'enlightened' altogether, it's just become a marketing term for frauds and charlatans.

with enlightenment in the integral theory would an enlightened person need to be at the highest human level of growing up and continually at the highest stage of waking up?
I'm not sure to understand what kind of answer you're looking for but basically it is: no. Most likely no one has ever seen the last stage to begin with. Seeking the last stage is like seeking the limit of the universe.

Enlightenment is a life long process, not an end point. We are being enlightened - beings of light.
