I do admit that the long stare at Clover and the Ironwood hug scene did seem pretty gay but the scenes with Winter were just him teasing her to get under her skin.
The Clover and Ironwood scenes were just as romantic as the one with Winter (which in your context, isn’t saying a lot). Although Ironwood and Qrow were never mortal enemies, Qrow had always had a rivalry with Ironwood before and even during Volume 7. Additionally for Clover, he and Qrow were just friends, and don’t you bring up that winking scene because who the hell flirts with someone when they’re trying to make them feel better.

I figured out why both Qrow and Blake have so many ships, the show never really shows actual friends acting like more than acquaintances, teams RWBY and JNR rarely talk within themselves, but Qrow and Blake's stories have them constantly talking with others and showing friendly amount of affection, they both have actual interactions with people that would normally read as friends but since they barely talk with their friends it comes off as romantic
