With the amount of homeless down there the need to have homeless shelter and services to homeless I have been homeless down there. There definitely needs to be homeless services.
Charity Hospital would be ideal for this. This would go a long way in the community to repair some of the hurt associated w/ loosing this iconic building. Even if done so partially, if we could get the homeless from under a bridge and into some individualized housing that would be a huge win. This way, the community would "roll w/ the punches" and not feel guilt supporting commerce at the property.
It’s sad, I agree. Folks would rather spend the money on stuff this place don’t need to attract people that don’t need to be down there, but not doing anything to help their own.
When I was growing up there, New Orleans was often called "the city that care forgot." As I recall it at the time, the city was not as blighted and neglected as it appears to be today, especially in many neighborhoods, as I have seen in videos on UA-cam. I know that those who prepare and present videos on UA-cam do not always fairly present what actually exists; but, if what I have seen is accurate, it certainly has gotten far worst. Katrina did not help things, though.

I'm like this don't tear them down if some can be saved refurbish them for living spaces etc..

Only about 60% of the city residents came back after 2005, Katrina. 🌀. The rest scattered...
The East is, sadly. Uptown is still nice, but any local would know where the best part of the city is... About 5 miles west!
