Is the danger always present and being highlighted because we’re just more likely to be looking directly at it the sun during an eclipse? Or is there some sort of inherent enhanced danger to vision due to the partial obstruction?
your pupils will dialate and let in more light during the eclipse because it is darker, so the sudden swap back to extreme light can cause very severe damage
Supposedly it's no stronger than the normal sunlight, but due to the general darkness, your pupils dilate and increase the surface area, which increases the danger for damage far more

eclipse in new mexico is cloudy and the sun is block. Saw it for a few seconds.
I stared directly at sun my eyes hurt
use a burning welding lense # 10 or higher your good to go
