The government has never done a full audit because that would implicate them aswell as their voters. im not on about some hidden 'elite' either, there are average people in pak who have all kinds of money. pakistanis are not lazy, they are grafters and good with money, so good they hide it. The west is heading in the same direction. However, he majority of them are more than happy to pay zakaat as it is mandatory on us all. That's where charities like edhi and kort come in. people are happy to give, if they trust in the project.
